Strategic Planning Manager ( Emirati )
To design, implement, monitor, and continuously improve the authority's strategic and operational plans, ensuring alignment with national and global directions, and enabling the authority to achieve short‑ and long‑term objectives efficiently and effectively.

Responsibilities
1. Strategic & Operational Planning
- Develop and implement the department's strategic, operational, KPI, and budget plans.
- Ensure alignment with the authority's overall strategy and government priorities.
- Maintain and update an integrated strategic and operational planning system across all organizational units.
2. Performance & Indicators Management
- Oversee development, monitoring, and updating of strategic and operational KPIs.
- Coordinate with the Institutional Performance section to ensure accurate target setting and measurement.
3. Organizational Structure & Mandates
- Review, update, and redesign the authority's organizational structure.
- Assess justification for structural changes and measure efficiency and effectiveness.
4. Strategic Initiatives & Execution Monitoring
- Conduct periodic reviews of initiatives submitted by departments.
- Compare initiative progress against strategic plan expectations and submit recommendations.
- Prepare periodic reports on strategic and operational plan execution.
5. Risk Management Integration
- Support enterprise risk management from a strategic planning perspective.
- Ensure risk evaluation, mitigation plans, and awareness across all units.
6. Competitive Benchmarking
- Monitor and analyze competitive indicators locally and internationally.
- Recommend initiatives to enhance the authority's competitiveness.
7. Strategic Culture & Awareness
- Lead awareness workshops and training to strengthen strategic planning culture.
- Measure effectiveness of strategic planning practices.
8. Specialized Strategies & Evaluation
- Develop mechanisms to evaluate specialized strategies and track their projects and indicators.
- Propose improvement plans based on excellence and quality standards.
9. Organizational Weighting System
- Develop a methodology to calculate organizational unit weights based on strategic impact.
- Provide measurement requirements and coordinate with internal/external stakeholders.
10. Government Alignment & Compliance
- Ensure compliance with Qarar system requirements.
- Coordinate with the Executive Council on initiatives, projects, and indicators.
- Ensure adherence to all policies, procedures, safety, environmental, and information security standards.
Operational Responsibilities
- Provide periodic data and reports to support decision‑making and operational excellence.
- Identify performance gaps and recommend corrective actions to reduce risks and downtime.
Financial Management
- Provide inputs for budget preparation.
- Monitor budget implementation and report variances with corrective recommendations.
People Management
- Develop unified strategies for workforce planning, talent acquisition, and training.
- Set departmental objectives and review mid‑year and annual performance.
- Identify competencies and provide operational guidance to staff.
Required Qualifications & Experience
- Bachelor's degree in strategic planning, Business Administration, Planning & Organization, Data Analysis, or equivalent.
- 7+ years of relevant experience in strategic and operational planning.
- Strong knowledge in risk and crisis management.
- Experience in structured activity planning and monitoring.
