About the Role

We are looking for an experienced Data Management Section Manager to lead data management, analytics, governance, and infrastructure initiatives. The role will be responsible for establishing data management frameworks, ensuring data quality and security, and providing data-driven insights to support strategic decision-making.

Key Responsibilities

• Develop and implement the section's annual operational plan, KPIs, and budget requirements.
• Establish and maintain organizational data management policies, procedures, standards, and governance frameworks.
• Design and enhance data infrastructure to support efficient analysis, reporting, and decision-making.
• Develop methodologies for data collection, validation, analysis, management, and archiving.
• Oversee institutional and sector-level data collection and analysis activities.
• Lead the development of a central database covering strategic and sector data.
• Ensure the quality, accuracy, security, and confidentiality of organizational data.
• Monitor data systems and recommend improvements to databases, software, hardware, and storage infrastructure.
• Evaluate data maturity and develop improvement plans aligned with organizational objectives.
• Identify and implement emerging technologies and modern data analytics solutions.
• Review data visualizations, technical documentation, dashboards, and analytical reports.
• Collaborate with government entities, technology partners, and internal stakeholders on data management initiatives.
• Provide data-driven recommendations and insights to senior management and decision-makers.
• Lead, develop, and evaluate the performance of the data management team.
• Contribute to innovation, institutional excellence, and strategic transformation initiatives.

Requirements

• Bachelor's degree in Data Science, Statistics, Data Analytics, Management Information Systems, Computer Engineering, or a related field.
• 7+ years of relevant professional experience in data management, data analytics, data governance, or a related field.
• Strong experience in developing data strategies, frameworks, policies, and governance models.
• Demonstrated experience leading multidisciplinary teams and high-impact data initiatives.
• Strong strategic planning, stakeholder management, and project execution capabilities.
• Ability to translate complex data into actionable insights and recommendations.
• Knowledge of emerging data technologies, analytics tools, data security, and infrastructure.
• Strong understanding of government or large institutional data management environments is an advantage.
